ScrollToTop component not working #37

Hello! While using the boilerplate, if I go from one route to another, the page does not scroll back to top.

To solve this, I had to update the files scrollToTop.js and layout.js per React Route Documentation: https://reactrouter.com/web/guides/scroll-restoration
