ENV: any env, as long ipfs is involved to load the app

If ipfs doesn't respond in 5 seconds per app then the app won't load at all, leaving you with the app section basically emtpy.

Even if this is a case where the issue is ipfs and not us, we should be able to handle it better in user friendly way.
Maybe give more than 5 seconds to respond per app, or retry if it failed after a minute or so. A warning saying that ipfs is slow and apps might not load properly

@rmeissner This is what I posted in Slack the other day. We should contact the dev ops as you suggested
