Inside each window, there will be (#5) a bit of code that listens for the 'easy-theme-change' nsIObserver signal. When that signal arrives, it will carry some CSS variables as JSON.

Implement a signal handler that unpacks the JSON blob and sets it as the contents of a style attribute on the topmost XUL DOM node.
