Currently it is being implemented in the holding apps, will it be better to move it into library apps

allow update of location according to the workflow of the librarian.
For example: circulation, after loan, the book location should be going to the temporary shelving. After being processed, the book location should be easily updated to the shelving section.

If the book is checkout, the book location shouold automatically be updated to "checkout"
