Link-to-Web (bookmark) resource kind

We can move Link-to-Web resource kind from ARK Shelf (ARK-Builders/ARK-Shelf#1)
and ARK Navigator (ARK-Builders/ARK-Shelf#37) into this library.

We would benefit from this in 2 ways:

1. Creation and viewing of links would be kept in the same place
   (right now we create it in one app, and view it in another one).
2. We could write apps on another platforms which would be
   compatible with the data generated on Android.
