compat/pip.py should use https://github.com/di/pip-api / https://github.com/sarugaku/pip-shims and/or https://github.com/sarugaku/requirementslib instead of maintaining its own pip compat layer, which is an exercise in madness given how often pip breaks their own api.

If you insist on your own pip compat layer, please add pip as a dependency in setup.py
