Handle requirements for setup_requires #3

As pip-downloader downloads source files, for the source files to execute - easy_install installs the requirements mentioned in setup_requires.

pip-downloader should download those dependencies too.

Currently pip-downloader uses pip's logic for package resolution - and hence cannot handle setup_requires
