For some packages which are downloaded for source, pip will build a wheel. For example - arrow.

[build-system]
requires = ["setuptools", "wheel", "setuptools_scm", "cython >= 0.29"]

In such cases, a dependency like wheel is not available and hence the source installation fails. pip-downloader should download these packages.
