Also https://github.com/wolever/pip2pi and https://github.com/asottile/pip-custom-platform have tests which should be adoptable

And https://github.com/astamminger/pypi_downloader/ is similar, but has no tests - also author not interested in publishing/growing tool, so fair game for copying features.
