create a better way to test if mini game successfully integrated #30

right now once a minigame is added to the arcade we've been testing by playing the full mini game rush and waiting for the game to appear. this is fine given that we only have ~5 games and its not terrible to wait for the game to come up. as the number of mini games (hopefully) grows, this testing method doesn't fully cut it imo

possible solution is to set a DEBUG flag that wont shuffle the order of the games and we advise for contributors to put their new game first in the list
