Removing subnet exclusion doesn't make changes

Issue Details

Steps to reproduce:

1. Install the latest build
2. Add a subnet exclusion
3. Go to test website - exclusion worked
4. Delete the added exclusion and visit this website again

Expected Behavior

Exclusion is no longer working

Actual Behavior

Exclusion is still working

Reconnect to a different location is a temporary solution.
