Adguard starts with an error

Steps to reproduce

1. Enable Adguard DNS with an AD filtering (DOH)
2. Disable Internet connection on PC
3. Switch Off Adguard protection toggle
4. Exit Adguard completely with filtering disabled (even background filtering services)
5. Try to start Adguard and you will see an error and that service couldn't start without internet connection. Manually switching protection toggle ON will ask administrator privileges (UAC) and will not work without internet connection and shows an error.

Expected behavior

Adguard should start successfully without any error even without internet connection and UAC privilege as it was on previous versions. Even if internet connection is off and you restart PC.
