Update tsurlfilter, Scriptlets and SafariConverterLibs dependencies

We need to update the iOS version dependencies:

• SafariConverterLib goes from v2.0.39 up to v2.0.42, check out the changes here: https://github.com/AdguardTeam/SafariConverterLib/releases
• Scriptlets should be upgraded from v1.9.37 to v1.9.72, check out the changes here: https://github.com/AdguardTeam/Scriptlets/releases
• tsurlfilter should be upgraded from v2.0.6 to v2.1.12, check out the changes in the changelog.

tsurlfilter

• Introduced the concept of rules priorities KnowledgeBase#196

SafariConverterLib

• Pseudo-classes :not() and :is() should be handled in the same way as :has() SafariConverterLib#47
• Do not split rules with many domains in the unless-domain and if-domain SafariConverterLib#51
• ⚙️ Exclude rules containing if-domain and unless-domain with regex values SafariConverterLib#53
