Integrate with DNSCrypt-proxy v2 #585

The new version (alpha at the moment) is available:
https://github.com/jedisct1/dnscrypt-proxy

Written in Go so we'll need to use gomobile + bindings:

Probably end of next week. I could really use some help for adding support for Windows services, as well as porting it to gomobile (Android/iOS — the currently requires Go 1.10beta due to missing symbols in 1.9)

@jedisct1 ah, you don't say :(

There's a chance that we will be able to keep the DNSCrypt functionality (we're keeping an eye on what's going on with DnsCloak and its update). If it is confirmed that the local VPN approach in general is not a problem, we will revive this issue.
