Expand the comment bot to include more meaningful information

👾 Description of the issue
We currently have a GitHub checks job that will place a comment in any new PR introduced into this repository (link). The content of that comment is rather limited and basic right now, and could use expanding to include useful contributor information. As an example, we could include a link to the Contributing guide and, for more specialized cases, a link to our Custom Script guide that contains details on how to add new features to the scripts on the jenkins side of things. The possibilities are endless, so be sure to have a good rummage through the Repo for linking opportunities to add to the comment bot.
