Create flag/indicator to identify if project PINs are not located "next to each other" i.e. If the PINs do not share the first 2 digits (same township) or first 7 digits (same land block).
Most critical for Board of Review data where appeal ID is created from: Property owners might submit one appeal for multiple projects in one appeal application.
Identify if BoR appeal IDs represent multiple projects (using flag described above). If occurring, how frequent is it? How concerned should we be?
Split up projects if combined into one appeal application ID by if they are geographically located "close" to each other.
