Tests with external dependencies should be skipped if external programs are missing #48

Currently the only supported alignment program is lastz. In case of missing lastz the corresponding tests should be skipped instead of failing the test

I'm fine with failing these tests regardless. I agree that it does not indicate a wrong behavior of the software. But it quickly shows the user that an essential part of our tool is not working in the setup. @greatfireball if you agree you may close this issue for now.
