bom structure

目的: 为了可以不需要每个使用 common-api 的项目都独立维护版本纤细

common-api-bom
- 管理版本信息: 次BOM应该独立于项目, 这里是为了方便写成了项目的字模块
- 代价: 每个子模块都需要重新写 {这个本来是父pom中的信息}
common-apis: 管理了大家都有的依赖
