the idea is to allow the creator to distribute balances in any way they want, in order to "catchup" their payments with the follower if needed

e.g. if the leader became unavailable so the campaign became unhealthy, but the advertiser trust the follower so they send a CATCHUP/PAY that will make the leader's balances equal to the followers
