They do not match the hwaddr, but they are not temporary but rather stable within the network.

Agreed. However, I am not sure how ip6neigh can differentiate between privacy addresses and Semantically Opaque (RFC 7217) ones. Depending on how many RFC 7217 hosts you have, you could use the "Predefined Hosts" feature.
