non ASCII keyboard require add a second keyboard layout at installation! #838

Problem:

Steps To Reproduce:

install with setting up greek s locale and keyboard
reboot to installed system
user can not login because of non ascii keyboard layout

Suggestion:

We need to make it possible to setup more then one keyboard layout on installation, so user can change to another one inside lightdm.
