nolicense: use section edit comment

When I got this message, the edit summary was Notifying about file tagged for deletion with no license (Bot) (NoLicense 1.8). This provides no information about what file was tagged and may make it more difficult to find the section on a busy talk page. Instead, the summary should have been /* Copyright status: File:Edit summary OOUI.png */ Notifying about file tagged for deletion with no license (Bot) (NoLicense 1.8), which contains the file name (so that I can see at a glance that the file is acceptable—OOUI is freely licensed—, only the copyright tag is missing), and provides a nicely formatted section link. I don’t know if there are other bots in this repo with similar edit summaries, but if there are, please fix those as well. Thanks in advance!
