ShouldBeSVG: Consolidate runs into single weekly run

ShouldBeSVG 2.x runs (directly querying the database) are efficient enough that we don't need to spread them over a week anymore. This will reduce the load on the toolforge k8s infrastructure, simplify configuration, make it easier to add reports, and increase maintainability.
