feat: create a bare ape image

Overview

Create a bare ape image w/o the recommended plugins, and refactor the silverack image to reference this new image as the base image.

Specification

Either delete lines 35-39, or create a new dockerfile Dockerfile.base with those lines removed. Then add a new workflow to publish this docker image to the ghcr.
