Summary

Move all agent data to attributes, drop restrictions and "requirements" in accordance with ArctosDB/arctos#6813

User Interface Changes

Manage Agents UI will be reduced to the attribute manager.

Likely some minor changes to other forms to accommodate the unified structure - eg, address picker is likely to become generalized agent attribute picker.

Data Structure Changes

Agent relationships, names, addresses, status will be removed as data are merged into Attributes. Possible minor changes to attributes as they become more exposed.
