[XML Markers] Regression Tests Using a Predefined List of XML Marker Packs

There should be a known waypoint protobin that is generated for a number of markerpack versions. Whenever a change is made to the xml converter that same markerpack version can be piped through the converter to be sure that we get the same output protobin. And if we dont get the same output protobin, in the case of a bugfix were the previous xml converter was doing something incorrect, then we can validate the changes to the protobin manually.
