[FEATURE] Ticket holder self cancellation

Is your feature request related to a problem? Please describe.
A user (ticket holder) should be able to cancel a ticket if they cannot attend - This should be configurable on a per-event basis if the organizer would like the ticket to be cancellable or not

Describe the solution you'd like
The ticket holder can click on a link and cancel an order once it's been placed

Describe alternatives you've considered
Eventbrite provides this functionality

Additional context
When using for free tickets, we would like ticket holders to be able to cancel registration if they can no longer attend to free up the registration for another user

I can see where this would be of use for paid for events. The feature should be an option to enable for an event.

There could be a date restriction on when this is available till.

If anyone wanted to go a step further there could be a set fee of X amount or X percentage to cancel a ticket.
