I was just wondering why, in _s_comments() (line 64 of inc/template-tags.php) the comment meta information at the beginning of the comment, just under the opening <article> tag is in a <footer> element instead of a <header> element?

From the HTML5 spec:

A header typically contains a group of introductory or navigational aids.

A footer typically contains information about its section such as who wrote it, links to related documents, copyright data, and the like.

The order doesn't matter as much as the semantic meaning of the elements content.
