Publicize: Social media accounts connections missing for other user roles (Editor and Author) #38965

Steps to reproduce the issue

  1. Add a user to a Jetpack site as an Editor.
  2. Creates a WordPress.com account in order to manage the Publicize connections.
  3. Visit the Connections tab under Marketing and it is blank.

What I expected

For the user (set as Editor) to be able to see the Connections page and connect their social accounts.

What happened instead

I am presented with a blank screen.

The Administrator can see the Connections page and manage their social media accounts.
