Add skip forward/backward options to the Media Notification Controls

Allows for more precise seeking than dragging on the seekbar, especially for long podcasts.

The 2nd and 4th button should skip forward and back

Hmm, I realize now that the buttons on the media notification do actually skip forward and don't play the next track as I'd assumed.
The different icons and the naming in the settings page must have confused me.

Understandable. As far as I know, the icon to skip forward/back are controlled by the OS and not the app, which would explain the difference.

Ah, yeah, that would make sense. The naming on the settings page could perhaps be changed to Skip Forward as used elsewhere.

Oh. No, the Play Next in the screenshot up top does refer to playing the next podcast. You can test this by putting it in the 1st/2nd spot. Then it will show up within the media notification.
The skip forward/backward buttons are simply always there.
