Show a persistent nag on prod sites when not connected to Jetpack #39

We currently have the standard dashboard main widget that asks for you to connect to Jetpack, or 'deactivate jetpack'

We probably need to disable that and replace it with our own, plus a nag.

Since it's impossible to disable Jetpack, we shouldn't show that as an option, and we should keep bugging them until they get it connected.
