Jetpack Plans: Allow billing details to be transferred together with the plan #26149

Currently, when transferring a Jetpack plan to another user we’re losing the billing details that were stored for the original plan.

Although we nudge the new plan owner in several ways to add a billing method, it would be useful if we could allow the original plan owner to transfer the billing details along with the plan ownership.
