We want to continue to provide access to the edit CSS functionality, but we don't want to provide sidebar level exposure to it.
I think the concern from HEs is having a place they can send users to to access custom CSS. It's not a heavily used experience, outside of HE guidance (the vast majority of our users do not know css).
Let's add a card in the https://wordpress.com/plans/my-plan page that provides access to edit css when the person has subscribed to a plan that supports it:
