Stats: post stats info icon opens a div, not a popover

On the single post stats, the info at the top of the table opens a div below the heading rather than in the usual popover format. There's also really strange wording in the xx = The all-time highest value that's in a yellowish accent color.

Steps to reproduce

1. Starting at URL: https://wordpress.com/stats/day/{ site }
2. Click the Posts & Pages heading block below the chart.
3. Choose a date range to find a post with some stats, click on the post.
4. Click one of the info icons at the top of the table.

What I expected

The added context info to appear in a popover as is standard.

What happened instead

It opened a separate div

Hi! I'm performing triage on older bugs as part of Quality Squad's efforts to cut down on backlog issue counts.

This issue remains reproducible on wp-calypso:

The behavior of the info icons do not align with its behavior elsewhere on WordPress.com, notably this page and the Comments page when clicking on User Info.
