Migrate WP-Desktop: Development Environment

• Create local dev environment (dev and dev-server functionality).

Areas for improvement:

• Until now, the implementation of this functionality has been such that changes to Calypso (dev-server) are not automatically reflected in an already-running app (dev) unless the the entire source is rebuilt. This renders the local dev environment virtually useless. Is there some way to have the already-running app reflect live changes to Calypso as they're being made?
• Source code in the renderer cannot be resolved in the current implementation - I think a development flag needs to be added to webpack?
