Problem

When a customer adds themselves to a Premium Content subscription plan they are virtually 'stuck' on the plan. If the customer subscribed to the wrong Premium Content block plan then there is no recourse for the site owner to refund this user and/or move them to the correct plan.

Possible Solution

Allow site owners to manage which plan a customer is on. If a customer is moved from one plan to another, email the customer automatically notifying them of the change with a link to their purchase section where they can cancel their membership if they want to (this would avoid site owners moving customers to higher tier plans without their knowledge.)

If that is too much of a grey area, perhaps offer the customer the option to select from the available plans on a site that they're subscribed to from within their own purchase section.

I'd like to add a bit more context here. Current subscribers can cancel their subscription at any time as explained here: https://wordpress.com/support/wordpress-editor/blocks/payments/#canceling-a-subscription

Site owners can send subscribers this information to let them remove themselves, or "unsubscribe".

I do agree that a more robust way to "manage subscribers" as WooCommerce allows site owners to with the user role "Customer", as an example close to home, would be a much welcomed improvement though. WordPress.com and calypso already offer site owners the ability to manage "People" or "Users" in https://wordpress.com/people/, so we could add a new "Tab" here for "Subscribers", alongside "Team", "Followers", etc:

As a site owner, this is something that would make sense, and would be intuitive for me.

We would then allow site owners to use this screen to change subscription plans, remove subscribers, invite new, etc.

I am going to remove the "[Type] Task" label and keep the "[Type] Feature Request" for now, for future consideration.

Moved to the View Backlog for consideration as an improvement to the Payments/Premium content functionality in WordPress.com. @kwight is this is a good assignment, or is there a different team that works on subscriptions in WordPress.com for payment blocks?

+1 to this. I got a user who wanted to manually add a plan to a customer who doesn't have a credit card but wanted to directly pay to the site owner:

This is on the radar as part of a future effort on this block, but it will not be in the short term.
