Gallery blocks: Linking to Attachment Page in galleries does not enable links when 'Enable carousel' option is unchecked in Media settings #45661

Steps to reproduce

  1. Go to WP Admin > Media > Image Gallery Carousel section and ensure that Enable carousel option is unchecked
  2. Add a Gallery block with some images to a page
  3. Set the Link to settings to Attachment Page
  4. Publish/preview page

What I expected

User can click on images in the Gallery and would then be taken to the Attachment page

What happened instead

Images are not clickable at all
