If a Reusable block is set to Draft, here's what happens when deleting it:

From the Reusable blocks page:
Sorry, you are not allowed to move this item to the Trash.

From within the editor:
Sorry, you are not allowed to delete this post.

Had that as well with a user. Exact same thing.
