Bug: Payments Blocks Transactions Periodically Not Resulting in Transaction Fee Being Collected

Steps to reproduce the behavior

As discussed in pcjTuq-9A-p2, there are periodic instances where the payment transactions facilitated by the Payments Blocks are not resulting in the collection of application transaction fees.

This is an issue identified via exploration of backend data. I have not pursued reproduction on an active site.

What I expected to happen

I had expected that each transaction that has occurred via the Payments Blocks (for all sites other than those on the e-commerce plan) would have an associated application transaction fee from Stripe.

What actually happened

Around 600 such transactions have been processed where no application transaction fee was recorded.
