Notifications: Cover block text is beside rather than on top of its image. #50600

A Cover block in notifications is being rendered with its text to the right of its image, rather than on top. Originally reported by @synora .

Styles for blocks in notifications is covered by the block rendering project – it's possible classes or markup in the block have recently changed, somehow breaking the CSS.

I started investigating this and noticed there's inconsistent results for the cover block display in email, too:
