Add option to bulk deactivate plugins except must-have plugins like Akismet and Jetpack.

Why

When troubleshooting, we tell users to deactivate all plugins manually.

For sites with lots of plugins, this is very cumbersome.

Bulk deactivating plugins is an option in core .org, see guide, but it looks like it's removed to prevent disabling plugins like Akismet and Jetpack.

Current workaround for users to DIY:

• is to use the plugin Plugins Deactivator, but we need to remind them about keeping Akismet and Jetpack active.

On Atomic sites, this feature is not available.
