Steps to reproduce

  • Switch to site with a plan
  • Go to Upgrades > Purchases
  • Select the site plan
  • Cancel/remove it
  • Select "I couldn't install a plugin/theme I wanted"
  • Dismiss the upsell
  • Select another reason
  • Select "I couldn't install a plugin/theme I wanted" again

What happened

The upsell message showed up again.

What I expected

The upsell to remain dismissed
