At the moment we utilise a dismissable JITM immediately after the pre-cancellation flow and a persistent JITM on some Calypso screens to inform the user we are doing something to their site.

This is to try and limit the number of changes a user may attempt on the site while it's still importing.

In order to fully prevent this, we could explore how to completely block editing the site with a more obvious UI to indicate this to users.
