Header Image: no option to choose from Pexels or Google Photos

This was initially reported as a feature for P2020 but moved here

When trying to add a custom Header Image to a P2, I realized there's no way to choose one from an open library like Pexels.

Steps to reproduce:

1. Open the Customizer
2. Click on Header Image
3. Click on Add New Image

I expected to have the same Add Image options we offer in the Image Block:

• Pexels
• Google Photos

Why

In order to use an image from Pexels on the Header section, first I need to upload it to the Media Library or add it to a post, then set that image from Customize > Header Image.

I believe that the need for Header Images is probably decreasing with FSE but it might still be relevant in some cases. Including the new P2020 theme.
