Tour Kit / Welcome Tour: Enable spotlight effect in production and AB test

Details

We currently hide the spotlight effect in the welcome tour behind a feature flag (plain URL param). It is only visible to editor requests with the ?welcome-tour-next param. We should plan to enable "welcome-tour-next" in production and AB test the effects on the various stats we collect.

This is a good opportunity to design (code/architecturally wise) and put whatever foundation we can in place for quickly evaluating and measuring the impact of various new features and tour specs we introduce (especially as/if we start working towards the "Tour Kit: Extended" milestone and introducing more tour specifications).

• Ensure we are abstracting properly to easily swap in/out other features to AB test down the line.
