[Bug]: Marketing settings should check if a Jetpack module is available/active #70925

Quick summary

We found out that not all marketing settings reflect the active Jetpack modules in Calypso

Steps to reproduce

  • Google Analytics
    • On eCommerce plans, we use jetpack_get_available_modules to filter out google-analytics - see PR
    • Go to Tools -> Marketing -> Traffic
    • GA is disabled (greyd out) with no clear indication of why
    • same happens if the site is not public - (took me a while to figure it out)
  • Related posts
    • Deactivate the module wp-admin/admin.php?page=jetpack_modules ,
    • Go to Tools -> Marketing -> Traffic, related posts settings are available.
    • Enabling them, says that it was successful, but when reloading the page, it’s still off.
