The goal of this task is to make the AI assembler available to sites on eCommerce plan.

To accomplish this goal, we will make wc_calypso_bridge_is_woo_express_plan() in the WooCommerce Calypso Bridge return true even when wc_calypso_bridge_is_ecommerce_plan() is true (i.e. when the site is upgraded to the normal eCommerce plan).
