Group Block does not show Settings and Styles on Twenty Sixteen Theme

Steps to reproduce

1. On any site with Twenty Sixteen theme active try to add a Paragraph block and make it a group block.
2. Then try to check the Group block settings.
3. You will not see all the block settings and styles.

What you expected to happen

We expected to see Block settings and Styles as we see with Twenty Twenty Four theme: https://d.pr/i/Bk52uw and https://d.pr/i/REHx0z.

What actually happened

We saw limited block settings of the Group block: https://d.pr/i/utkkBW.

The seems directly related to WordPress/gutenberg#62516. This is in turn coming from core WordPress/gutenberg#62326

I did not realize WordPress/gutenberg#62516 was in the Gutenberg repo. I am reopening this one and adding the Needs Core Fix label to track it.
