Replace TTL with expiry date in RAMF messages

It was a TTL (integer) originally because RAMF was originally a custom binary format and I wanted to make sure the expiry date could not be before the creation date. However, this is making implementations more complex -- more so than just using two dates and making sure one isn't greater than the other.
