Request for Initial Stable Release

Currently, in order to use ie in the CI we have to clone a specific commit to make sure everything stays reproducible. It would be great to have an initial stable release e.g. v0.0.1 to be used with all the CI workflows.

@mqasimsarfraz Sorry for getting back to this so late -- But this has been done and there are now multiple stable versions that have been released which you can use in your CI as opposed to pinning to specific commits. You can find all available releases at https://github.com/Azure/InnovationEngine/releases, but feel free to reopen the issue if you believe that this doesn't suite your needs.
